Originally developed at the Anaheim Electronics facility near Von Braun, the basic design of the RX-93-ν2 Hi-ν Gundam was an update of older Gundam-type Mobile Suits, returning to the basics of Mobile Suits manufactured by the Federation and bucking the trend of larger Mobile Suits. and more complex designs at the time. Its most notable feature was a set of six full-range weapons mounted on its back, known as "Fin Funnels", capable of both attack and defense. This made it the first Newtype full-use Gundam-type mobile suit.

The Hi-ν Gundam also featured a Psycommu system designed by its pilot and lead engineer, Amuro Ray. Originally, the system only served as a control mechanism for Fin Funnels. However, after Londo Bell captured a Psycho Doga MSN-03-2 used by Neo Zeon, the resulting Psycho-Frame technology was incorporated into the Hi-ν Gundam, enhancing its responsiveness via brainwave controls. Due to modifications made by Amuro, the suffix "-ν2" was added to its original model number of the RX-93.
